There were number of causes for the widespread poverty in India. One historical reason is the low level of economic development under the British colonial administration. Unequal distribution of land and other resources, less job opportunities, low growth rate of incomes, failure in promotion of economic growth and population control perpetuated the cycle of poverty.

The objective of economic development could not be achieved due to constantly increasing prices. Consequently, consistent decrease in purchasing power of rupee took place. Government administration remained ineffective in controlling the price rise. Thus, efforts to satisfy basic necessities remained unsuccessful. The poor became more wretched since prices of necessary goods were unstable.
The rate of agricultural development remained slow because of inadequate and scarce facilities of irrigation, cultivation, lack of manure and scarcity of water. Hence, income of the people dependent on agriculture did not rise.
