The answer is a bit complex. There is a lot of literature writtten and published in the world that is not focused on the public demand, but it is logical it gets less attention. It is the public that makes a best seller and best sellers are the ones we hear about.
To publish the book in a big publishing house you can go to the market. In this case the publishers will, of course, follow the rules of the market and put forward those works that are demanded in the market.
In other cases, especially in smaller countries like my native Slovenia, the publishing houses get government grants that make their business sustainable. In this case the works selected are not focused on public demand. However, there is always a commitee that decides which works get supported, and they have their own tastes and policies they follow, so in this case the author must still appeal to an audience, only a selected and special audience.
With technological improvemrnet printing and online publishing became very affordable, so there are many authors who simply publish the work themselves. They are not limited to any demand and many books like that get published. But without the publicity of a publishing house they mostly go by unnoticed by most of the people.
In my native Slovenia more than 1.800 books of literature (fiction and poetry) get published every year in a nation of only 2 million people, every year one person in a thousand becomes a publihsed author, but in most cases only their friends read the books.
