The Legislative Council (Vidhan Parishad in Hindi) is the upper house in those states of India that have a bicameral legislature; the lower house being the State Legislative Assembly. Its establishment is defined in Article 169 of the Constitution of India.

As of 2019 before the bifurcation of Jammu and Kashmir and Leh, 7 out of 29 states have a State Legislative Council. The lastest one is Telangana[1]. A Member of the Legislative Council (MLC) is elected by local bodies, state legislative assembly, governor, graduates and teachers, for a term of 6 years. One third of the members are retired in every two years.
