firstly the law is prepared by government and then presented in the lower house (lok sabha ) .if lok sabha passes it then it send to upper house (rajya sabha ).if rajya sabha also passes it . then finally the law may applied in the india.

Firstly a bill is passed before making a law.
A bill is the draft of a legislative proposal, which, when passed by both houses of Parliament and assented to by the President,becomes an Act of Parliament. A Bill is the draft of a legislative proposal. It has to pass through various stages before it becomes an Act of Parliament.If the bill have majority by the assembly then it is sent President for the approval.If the President is agree the bill becomes a law.
