Laws are made by the Executive. However, this is done if the bill or law holds a lot of authority.

The main step is that a bill is brought in front of the Member of Parliaments (Lok Sabha and then in front of the Rajya Sabha) that discuss whether the law is good enough or now.

If the bill holds less importance then the final stamp is put according to the votes. But if the law can influence a lot of things then President checks the bills once it is approved by MPs and if he feels then he finalise the law.
