Hey friend
I think you are wrong.

India has a huge population. Different people have different point of views. Our country is a developing nation. It takes time to gain the trust of so many people.
I am sure you don't agree to every single thing that the people around you say.
In a huge country, it is difficult to enforce laws.
It takes time for people to believe that a new law is for their Betterment.

A day will come when there will be peace everywhere.
A day will come when everyone will respect laws.
Till then, don't wait. Make a difference. This is what I believe in.
I hope you understand and respect my point of view.

there are some people who don't respect laws
but there are many or we can say most of the people in India respect laws
and the persons who are not following the rules then there are some rules which can give punishment to them
now India has become more systematic country then before
but some people don't think so because different people diferent thinking and they have different way to see the world.
