Yes it is correct tht leaders are keep changing in democracy leads to instability in democracy. Because the leader of ruling government had some plans which he he made for welfare of his people and he started work on it...and when the half work was done then at that that time it may be that leader changes then the new leader had also some different plans which he wants to be executed and then he apply that plan on people but what about the plans of the previous leader ....that plans was ended in the middle of its completion...This process continues which leads to instability in democracy
