it's not fair to take real life political examples, so I'm creating a fictional one. A party is elected which has an aim to improve agriculture. For five years, the party does some good reforms, but to be fully successful, 5 years are not enough. But in the next elections, another party wins which promised to improve industries. So all the previous plans are abandoned, and now the new government is working toward a society with better and more industries. And after another 5 years, (this party too not completely successful) another party comes into power which is working toward the development in education. So you see all the parties have good plans, but due to the constant change of government, none of the plans are successful and it also leads to instability.
