Interesting question, but I'll have to go with “no” on this one. Memorization is merely retention while learning implies comprehension.

For example, I often give a nonsense word decoding measure to test for decoding skills with novel stimuli. The words mean nothing. Could someone memorize the list of 50 or so nonsense words? Of course. Did they learn anything?
Another phenomenon I sometimes encounter is hyperlexia. This is a condition where students have adeptly mastered the code of the language and are excellent decoders, and often having their parents erroneously think they are excellent readers. However, actual reading comprehension can be one to two standard deviations lower than word recognition indicating that they clearly did not understand content despite their fluency.
