Electronegativity is how strongly an atom in a molecule will pull on shared electrons.

  • All of the halogens have relatively high electronegativity because they all need one electron to fill their valence shells.

  • Fluorine is the most electronegative element because the one empty space in its valence shell is in the second energy level, which is relatively close to the positively charged nucleus.

Thus, fluorine is the most electronegative element, while francium is one of the least electronegative.

(Helium, neon, and argon are not listed in the Pauling electronegativity scale, although in the Allred-Rochow scale, helium has the highest electronegativity.)
