Answer: -

Nyctanthes arbor-tristis

Explanation: -

The Nyctanthes arbor-tristis species is a native of South and Southeast Asia. It is sometimes referred to as the Night-flowering jasmine or Parijat (Parvati chi phula).

A tiny tree or shrub with flaky, grey bark that can grow up to 10 metres (33 feet) tall, Nyctanthes arbor-tristis. Simple, opposite leaves measure 6-12 cm (2.4-4.7 in) long, 2-6.5 cm (0.79-2.56 in) wide, and have a complete edge. The fragrant blooms are produced in clusters of two to seven together, with each flower opening at dark and closing at dawn. They have a five to eight-lobed white corolla with an orange-red centre. The fruit is a bilobed, flat brown, heart-to-round capsule with two lobes, each carrying a single seed, and measuring 2 cm (0.79 in) in diameter.

Despite the species' common name, it is not a "genuine jasmine" and is not belong to the Jasminum genus.

Hence,  Nyctanthes arbor-tristis has the rough leaves.
