Answer: This is because the effective nuclear charge increases. As you move left to right, the number of protons increases in the nucleus thus the electrons in the valence shell are attracted more strongly. But remember when you come to noble gas, size always increases due to completely filled shells and high stability.

while going from left to right in a period atomic size decreases because while going from left to right no. of shells gets added and the distance between nucleus and the atom of the last shell is increased and thus the nucleur charge increases and it's size decreases
