Legal and constitutional changes can’t overcome challenges to democracy by themselves. Reforms in the law or constitution can be a deterrent to malpractices in politics and power, but that is not enough. Laws will exist only in paper if they are not enforced and executed strictly.  

For example, take the example of wearing helmets while driving two-wheelers. The law exists in paper. However, it can be a successful implementation only when the traffic police enforce the law and penalize the deviators. So in politics, law alone cannot ensure fairness and justice. The politicians and the people themselves also have to take efforts in reforming politics.
