The two prominent scholars, Austin and Bentham defined legal system as the sum total of laws. However these given definitions are not acceptable because legal system is made up of diverse functional units and one unit consists of rules. The legal system includes the institutions like legislative, police department's, courts etc, legal precepts, non perceptual rules and many more.

While laws are certainly an important part of any legal system, they aren't the only factor that constitutes a legal system
