The legislative powers of the Indian government are divided between union and state government by the constitution. The constitution divides the the powers into the following three lists -
1. Matters in Union List - The union parliament has exclusive rights to make laws on the 97 subjects in the Union list like Defence, Communications, Foreign Policies etc...
2. Matters in State List - The State Legislative Assemblies have the right to make laws on 61 subjects in the State List like Agriculture, Public health, Police, Public order, Corporations etc...
3. Matters in Concurrent List - The union parliament along with the state legislative assemblies can make laws on 47 subjects in the Concurrent List like Prevention Detention, Marriage, Insolvency, Contracts etc...
