We should add ice after dissolving the sugar.
When we add ice to the solution, the ice cubes starts absorbing the thermal energy of the water molecules and thus reduces their kinetic or vibrational energy. Due to this the intermolecular forces of attraction contracts the spaces between the molecules and thus reduces their solubility.
The excess sugar molecules tends to settle at the bottom in a state of equilibrium.

Answer:

We should add ice after dissolving sugar because the dissolving power of water decreases with decrease in temperature. So, if we add ice before dissolving sugar, less amount of sugar will get dissolved.
