Lencho describes post office employes as bunch of crooks .Were they really a bunch of crooks?How would you describe them?

the office employees weren't really a bunch of crooks, but in fact a person who received his letter was trying his best to help lencho by asking other employees to donate. but he couldn't collect the required amount and when lencho received the money, he thought that the office employees had stolen the missing amount, when in reality they were trying to help.
