let breadth be X

let length be 2x-3

now, perimeter =42

and we know

perimeter =2 *(length +breadth)

42 =2*(2x-3+X)

42=2*(3x-3)

42=6x-6

42+6=6x

48 =6x

48/6=X

8=X

so length=2*8-3=13

breadth =8
