Then,

Length of rectangular park
= 4 m 28 cm
= 4 × 100 + 28 cm
= 400 + 28 cm
= 428 cm

Breadth of rectangular park
= 12 m 30 cm
= 12 × 100 + 30 cm
= 1200 × 30 cm
= 1230 cm


Now,

Perimeter of the rectangular park

= 2(l+b)
= 2(428+1230)
= 2 × 1658 cm
= 3316 cm

Now, 100 cm = 1 m. So,
1 cm = 1/100 m
3316 cm = 1×3316/100 m = 33.16 m.


Now, Fencing is surrounding the outer boundaries, i.e., the perimeter.
