No the postmaster doesn't deserve to be a crook. Lencho hadn't even mentioned about the postmaster's help. Not to break Lencho's faith in God, the postmaster gave a part of his salary. He even persuaded other post office employees to give a part of their salaries to help Lencho and asked his friends to donate in the name of charity.

When he could collect 70 pesos, he put them in an envelope and instead of taking the credit himself, he signed it God.

He even felt happy to help Lencho instead of feeling bad to lose his money.
