The world's governing body( except US and Mexico) for golf is at St. Andrews, Scotland and is the Royal and Ancient golf club. The World's first open championship was held at Prestwick, Scotland in the year 1860. The modern game of golf with 18 holes, was different from the old versions and had its origin in 15th century.
