PER CAPITA INCOME . 1.7 Per capita income is average the income earned per person. At the time of formation of Haryana State in 1966, the per capita income of State at current prices was only 608. Since then, the per capita ` income has increased multi fold.

Okay so before writing this solution let me make this one point clear to you i.e. I think you were not expecting a female to answer this question and that must be the reason why you just wrote *his*. Even if it was an honest mistake, try not to repeat the same thing again dude. It just feels lil' offending and hurtful in general.

1) No, Kerala (98.2% as per 2018 report) has a comparatively higher literacy rate then that of Haryana (67.91 % as per 2018 report) even though the per capita income of the state of Haryana is higher than that of Kerala mainly due to the its prosperity and advancement in agricultural sectors.

2) Some examples where collective provision of goods  and services is cheaper than individual provision includes in factories, in mining, in manufacturing, etc where an activity is carried out on a mass scale.

3) No, it does NOT only depend on amount of money spent. It also depends on the capabilities of the service provided by doctors, quality of medicines (i.e healtcare products, etc) in case of medical facilities. In case of educational facilities quality of the teachers, teaching imparted to the students, learning environment, educational content provided, etc are some factors.

4) Ehh...since I'm not so sure bout this one I'll just give my own personal opinion so you can alter the answer the way you want.

The number of people in rural areas utilizing ration shops in West Bengal are lesser than people using ration shops in Tamil Nadu. It either could be because there is heavy demand for simple utilities available in ration shops hence more customers, could also be because that there might be more ration shops in rural areas of Tamil Nadu or just they have a high population of people. Public facilities development in here is better than West Bengal

While in the second scenario, i.e is in the case of West Bengal it might be because the public distribution system in those rural areas are not efficient enough to be able to provide for all or there might be a shortage of number of these grocery stores or people are poorer altogether.
