n   < x < (n + 1)

Then n + 1 is the smallest whole number greater than x and n is the greatest whole number less than x

EVALUATION

We have

64 < 70 < 81

 \implies \:  \sqrt{64}  <  \sqrt{70}  <  \sqrt{81}

\implies \:8 <  \sqrt{70}  < 9

Which is the required estimation

Where 9 is the smallest whole number greater than  \sqrt{70} and 8 is the greatest whole number less than  \sqrt{70}
