it decreases soil erosion on normal land areas,

where as in hilly and Mountain areas it will increase erosion, by letting soil flow to the lower end!!

This is not true. Leveling is a cause of soil erosion. There are various factors that increasing and cause soil erosion such as - Wind. When strong winds blow, the topsoil along with the organic matter is carried away by the wind,Water. When it rains in the hilly areas, the soil gets washed away towards the plains,Overgrazing, Deforestation, Afforestation, Crop Rotation, Terrace Farming, Building Dams.
