Let us say, that there are both blacks and whites in your country which has recently gained independence (liberty). Now the new Governing Council which is composed of only whites gives less rights to blacks than whites but not the right to slaver or labour is abolished. Now from a black person's perspective you are having liberty since you are no more a slave of any imperialist or colonialist country but you do not have equality. That is to say black is not at par with white.
