People who work the whole time in cities have no peace of mind. They become robots while working. Almost everyone in the city who works continuously needs rest and a peace of mind. They want to leave the city and go to places where there is peace. In the context, the speaker is tired of his city life. He starts getting the fond memories of his past in Innisfree. He feels that Innisfree is calling him again. He's standing on the pavement Gray and he can hear the water lapping. He imagines building a small cabin, a hive and planting nine bean rows. The poet wants everyone to visit Innisfree once in their lifetime.
