It is one of my favourite poem. The basic idea of Charlotte is to use rain as metaphor for sorrow , despair and death in human's life .

She has described hope as elastic to convey that it can bend but will not break . In middle stanza she convey that sometime sorrow brings happiness like rain helps the flower to bloom so we should not worry about the rain.Similarly in our life we should not worry about sorrow as we always learn something good in our hard time .
