First you need to figure out why he's excluded. Is it because he's black? Is it because he and the other kids don't know how to make a newcomer feel included? Is it because he's an introvert and isn't responding to them? Is it because he doesn't understand the culture of the new location? Or has interests that aren't shared by his peers? Would a white kid also have trouble fitting in ? I moved as a kid and my sister's and I also had trouble fitting in to new schools- don't jump to the assumption it's racism when it could be something else entirely. An intervention about race would be immensely embarrassing if he's a shy kid who just hasn't found a common interest with the other kids.
