we know that ,

refractive index(RI)=speed of light in air(vacuum)/speed of light in that optical medium

=>2.42=3*10^8 m/s/speed of the light in diamond

=>2.42=3*10^8 m/s/speed of the light in diamond=>speed of light in diamond=3*10^8/2.42 m/s

=>speed of light in diamond=1.24*10^8 m/s

thus,% decrease in the speed of light=

decrease/intial ×100

=(3*10^8 - 1.24*10^8)/3*10^8 × 100

(3*10^8 - 1.24*10^8)/3*10^8 × 100=1.76*10^8/3*10^8 × 100

(3*10^8 - 1.24*10^8)/3*10^8 × 100=1.76*10^8/3*10^8 × 100=0.58*100

=58
