Light is refracted or bent while going from one medium to another medium because its \bf{speed} changes.

As you know, when a ray of light moves in vaccum , it travels with maximum speed. While its speed decreases when medium is water or glass. Why this happens ? Actually , light is the group of particle and when it moves in a medium , medium make obstacle to travel light within it.
so, when a ray of light move from one medium to another medium, its speed changes.

If you know about refractive index , it is the ratio of speed of light in vaccum to speed of light in medium . So, according to it definition , it is also clear that light bent due to change its speed.
