It is speed. As in velocity, the direction of the movement is also mentioned. ∴ The speed of light is 300,000 km/s.

Explanation:

Light moves at the universal constant through three dimensional space because it doesn't move through time (the fourth dimension) at all. All particles move through the four dimensions of spacetime at the same velocity which is why it's called the universal constant velocity.
