Answer: Kinetic Energy

Explanation:

The collisions that happen between water droplets and ice in the clouds strip electrons off each other. This creates a static charge and therefore a potential difference between the particles. This then makes electrons flow in order to balance out the charges again.

This means that the electrostatic forces are the reasoning behind the lightning, but this electric potential energy is has initially been transferred from the kinetic energy of the particles in the cloud.
