The fragrance of rose is compared to the hard work and achievement of a person. This sentence means that just like a rose has its own distinct identity from other flowers a man needs to achieve something as unique to make himself stand out from other people.

Scattering their fragrance means achieving something unique and great so that other people know about the man. A man needs to do something different from others that he gets recognition by his uniqueness and hard work.
