As x --> 0, you have cos x --> 1, so the function tends to the form 1/0.  As such, it diverges, not tending to a limit at all.

Nonetheless, one can say

(cos x)/x --> +∞,  if x --> 0 from the right (i.e. the positive side of 0)

(cos x)/x --> -∞,  if x --> 0 from the left (i.e. the negative side of 0)
