Electromagnetic wave theory explained many experimental observations that classical theories could not explain regarding light and other waves.
But the electromagnetic spectrum observed by recording wavelengths emitted by radiating heated bodies (black body radiation) could not be explained by the electromagnetic wave theory.
This was explained by Albert Einstein using quantum theory, dual behaviour of electromagnetic radiation/light as particles (photons) and waves.
The quantum nature (packets of energy) was not explained by the theory.
