Lincoln's "Emancipation Proclamation" had all of these effects, except the mass movements of slaves out of border states.

The Emancipation Proclamation has greatly had an impact on the areas that are in the United States and the states that are against the national government.  

As a result of which no mass movement had took place, which had slaved out border states. This did not legally affect any of the states.
