This is a metaphor. Basically, this saying is defining the two kinds of leader that there is.

A lion or a tiger mutilates their prey.

A leader who is like a lion or a tiger will try to achieve success at any costs.

They wouldn't care what happens to other people.

This hunger for power makes them alone at the end of the day.

However wolves always stay with their pack, a great leader will never abandon its' pack and knows the power of teamwork.
