Ice is a solid but its density is lower than water due to its structure. The ice molecules form a cage like structure leaving several vacant places behind and therefore ice sinks in water after being a solid.

Ice had cage like structure when water freezes to form ice a number of empty space are created as a result volume increased for the same mass of water. In other words,mass per unit volume or density of ice is lower than water so it floats on water
