in ice the comparative difference lies in arrangement or better to say it's density (amount mass present per I cubic area or 1 c.c ), in ice the density or mass per 1 c.c is less than that of water in liquid state . once go through some article you will deeply about it.

Density of ice is less than the density of water.The low density of ice can be attributed to the small pores it was which allows it to trap air.Hence ice floats on water.
