Answer:

  • 'Secular' word was added to the preamble of the constitution of India by the 42nd Constitution Amendment Act (CAA), 1976
  • But before that too it was implicit in the constitution of India
  • Fundamental rights (Article 12-32) provide enough protection to the minorities
  • Article 14: Equality before law
  • Article 15: Prohibition of discrimination on grounds of religion, race, caste, sex or place of birth etc.
  • Article 32 (heart & soul of the constitution according to Dr. B. R. Ambedkar) provides us an opportunity to directly go to Supreme Court for violation of any of our fundamental right, same with Article 226 for high courts
  • I am not writing all those articles, else the answer will become too long...
  • Supreme Court is the guardian of the fundamental rights
  • Central Government and even State Governments promote all the festivals equally, for example, Central Govt. facilitates Haj Yatra, Kailash Mansarovar Yatra etc.
  • National Commission for Minorities (NCM) was set up via National Commission for Minorities act, 1992...this organization has the responsibility to look after religious minorities
  • Same way we also have a separate body for linguistic minorities
