- Preventing terrorists, protecting infrastructure and people, and preparing to respond/mitigate the effects of an attack are the three layers of homeland security.
- Infrastructure and warning; border and transportation; domestic counterterrorism; critical infrastructure protection; catastrophic terrorism; and emergency preparedness and response are also included in the homeland defense.
