Causes :

• The haughty feeling that they can do whatever they can and the evil thought that they cannot be stopped, that they are powerful enough to side track the law
• Punishments being not strong enough to produce fear of doing wrong in culprits.
• Being treated by their parents as a child who doesn't know what is right and what is not, that they are still young to understand the fault in their deeds.
• Thinking money and power can save them from the worst.

Solutions :

Treating each and every one, poor and rich, higher class and lower class, child and old equally and punishing brutally according to their crimes.

Punishing where ever required and counseling where there's a chance that the culprits were not intentional of the crime and a hope that they can be modified.

Awareness among the citizens about crimes, cautions, punishments.

Education with morals and ethics, especially from lower classes.
