The  loudness of softness of a sound depends upon it's amplitude. The amplitude of the sound wave depends upon the force with which an object is prepared to vibrate.

Loud sound can travel a longer distance as it is associated with higher energy while soft sound can travel a shorter distance as it is associated with less energy. A sound wave spreads out after it leaves its source of production and as it moves away from the source its amplitude and its loudness decreases.
