MERITS:

1.In a federal country different tiers of government govern the same citizens but each tier has its own jurisdiction in matters of legislation, taxation and administration.

2. The jurisdiction of the respective levels of government are specified in the Constitution. Hence it is constitutionally approved.

3. The fundamental provisions of this system cannot be changed by any tier of government. But courts have the power to interpret in such cases.

CHALLENGES:

1. Elections are held regularly but not enthusiastically.

2. Gram sabhas aren't held regularly at Panchayat levels.

3. Most of the state government haven't transferred significant powers to the local government and they aren't given adequate resources.
