Constituents of phloem are Sieve tubes, companion cells, phloem fibres and phloem parenchyma. If the phloem at the base of branch is removed, than lower area of the branch will not receive food from the leaves. But the plant will not die, as it will continue to receive food from other branches as food can move in phloem in both the directions.
