When a salt is melted or dissolved in water, the charged ions conduct electricity. But in solid lithium chloride there are no mobile ions which can carry the charge, since all the particles are locked in a rigid structure. Only when the rigid structure is broken apart by melting or dissolving in water will the freely moving ionized particles be able to conduct electricity.
