A plane angle is an example of a physical quantity which has unit but no dimension since, plane angle = arc/radius in radian & solid angle. (b) Relative density is a physical quantity which neither has neither units nor dimension since µr (relative density) is a ratio of same physical quantities.

Can there be a physical quantity which has no units and no dimensions. Yes, for example, strain has no units and no dimensions.

Yes, a quantity can have unit but no dimension. These are Dimensionless Quantities , some of which have units. This would be things like angles, proportions, or ratios. An example would be an angle of one radian.
