Obviously it should be re-united with its owner, but how does one find out who that should be?
Lodging it with the police is a possible option, but in my life, one lesson I have learned, is that many people may not be able to deny themselves from stealing it.
So, one option would be to advertise the find & ask each (of the thousands of fictitious) claiments 'how much money was in the bag?’ Only the person who lost the money will know the correct answer, but anticipate very imaginative answers from the rest as to the reason ‘why’ they cannot give you the answer.
If no-one answers or answers correctly then perhaps one is justified donating it to a Homelessness charity. But, as above: think we have a duty of care to at least try and exhaust ways of finding the proper owner and only after this has been exhausted, consider other options of which charity to donate it to.
It is my belief that no good comes from keeping something that does not belong to us. Honesty is without doubt the best policy.
Doubtless many people will advise otherwise, but IMO honesty is ALWAYS the best policy and it gives peace of mind. Contrary to many peoples beliefs: ‘Finders-keepers’ are ‘finders-keepers-stealers.’

if I find a full bag of gold on my home I would first look aside to see if someone has saw me or not. next I would keep that bag of gold inside my backpack carefully and will go to home to tell my parents about it. we Will check the local laws and laws Reffering if we should hand this over to police or not. otherwise we'll be considered a thiefs. we can't blindly give a bag of gold to police. who knows they would keep it. so we'll first get all the information collected and if laws of the area says to turn over the money we'll do it.
