This is because the bond pair electrons are under the force of attraction of 2 atoms (sharing) so the repulsion would be less.

But the lone pair electrons are under the attraction of only one atom so the relative repulsion is very high.

Which is followed by a bit less repulsion between lp-bp

That is why

lp-lp>lp-bp>bp-bp.
