1.The local governments have not much right.

2.the local government doesn't get elected at right time.

3.The money( which has to be given to the local government ) doesn't reach at right time.

4.The contribution of woman in the local elections are limited.

I think these are the challenges faced by the local government:-

(1) After announcing that the election should be held, the election weren't held regularly and properly

(2) Local government was still subordinate to the state government which means it isn't experiencing it's right and hence the democracy was not practiced.
